About the Vaccine Injured Petitioners Bar Association

The Vaccine Injured Petitioners Bar Association was founded in January 2010 to promote professional interaction among members of the Bar in order to improve advocacy for their vaccine injured clients. The VIP Bar is comprised exclusively of lawyers representing petitioners in the National Vaccine Injury Compensation Program.

The National Vaccine Injury Compensation Program is a highly specialized legal practice with legal, procedural, and evidentiary differences that can challenge even the most accomplished civil litigator. VIP Bar members get exclusive access to the cumulative knowledge and experience of the leading practitioners in the National Vaccine Injury Compensation Program, as well as invaluable insight into the current challenges facing the Court and practitioners.

Who we are

The Vaccine Injured Petitioners Bar Association (VIP Bar) is a national organization of attorneys dedicated to representing individuals who have suffered serious adverse effects following vaccination. Our mission is to ensure that those injured by vaccines receive full and fair compensation under the National Vaccine Injury Compensation Program (VICP), a no-fault alternative to traditional civil litigation established by Congress in 1986. We are a collective of experienced legal professionals who advocate for the injured, protect due process, and preserve the integrity and accessibility of the Program.

Our members are licensed attorneys who practice in the U.S. Court of Federal Claims, the forum designated to hear vaccine injury claims. We represent clients across the country in cases involving a wide range of vaccine-related injuries, including shoulder injuries related to vaccine administration (SIRVA), Guillain-Barré Syndrome (GBS), transverse myelitis, chronic inflammatory demyelinating polyneuropathy (CIDP), encephalopathy, and other recognized conditions. Many of our cases involve routine vaccinations such as influenza, tetanus-diphtheria (Tdap), measles-mumps-rubella (MMR), varicella, HPV vaccines, hepatitis A and hepatitis B.

The clients we represent include children, adults, seniors, healthcare workers, and military personnel. Some of our clients have experienced short-term injuries that resolved with treatment; others have sustained life-altering harm resulting in permanent disability or even death. What unites them is the need for legal representation by professionals who understand the complexities of medical evidence, federal vaccine law, and the procedural framework of the VICP. We believe strongly in the principle that those who participate in public health efforts by receiving recommended vaccines should be supported—not ignored—if they suffer rare but serious adverse effects. The VICP exists to provide a remedy to vaccine-injured individuals without requiring proof of fault, and our role is to ensure that petitioners receive the full measure of relief the law allows. Compensation through the VICP may include past and future medical expenses, lost wages, pain and suffering, and attorneys’ fees, all without the need to sue a vaccine manufacturer or healthcare provider.

As an association, the VIP Bar also serves as a thought leader and advocate for improvements to the Program. We collaborate with federal agencies, medical experts, and other stakeholders to promote transparency, fairness, and accessibility. We work to ensure that the Program remains a just and effective vehicle for compensating the injured while also supporting the broader goal of public health through vaccination.

Overview of the organization

The Vaccine Injured Petitioners Bar Association (VIP Bar) is a professional organization comprised of attorneys who represent individuals in the National Vaccine Injury Compensation Program (VICP). The association is governed by an Executive Board, which consists of elected officers including a President, Vice President, Secretary, Treasurer, and several at-large board members. These leaders work collaboratively to set the direction of the organization, promote best practices in vaccine litigation, and coordinate advocacy efforts on behalf of the vaccine-injured community.

One of the core functions of the VIP Bar is legislative advocacy. We engage with policymakers, federal agencies, and other stakeholders to propose and support reforms to the Vaccine Program. Our goal is to strengthen the Program’s efficiency, fairness, and accessibility for petitioners. We advocate for updates to the Vaccine Injury Table, improvements to case processing timelines, modernization of administrative procedures, and broader recognition of injuries supported by medical science.

Each year, the VIP Bar hosts a national conference in Washington, D.C., where members gather to discuss recent developments in vaccine litigation, share legal strategies, and collaborate on efforts to improve outcomes for petitioners. The annual conference fosters community among attorneys practicing in this unique area of law and provides a forum for continued education and innovation. By maintaining an organized, informed, and united bar association, the VIP Bar plays a critical role in supporting its members and enhancing the effectiveness of the VICP for those it was designed to serve.

History

Founded in 2010, the Vaccine Injured Petitioners Bar Association (VIP Bar) was created by a small group of experienced and committed vaccine injury attorneys who recognized a pressing need: to transform a field of isolated practitioners into a unified, professional, and collaborative bar association. Prior to its formation, vaccine lawyers often worked independently, without access to shared legal strategies or institutional support. VIP Bar was established to change that—by fostering community, exchanging ideas, and creating a collective voice to advocate more effectively for petitioners in the National Vaccine Injury Compensation Program (VICP).

From its inception, VIP Bar has served as a vital forum for sharing litigation insights, advancing best practices, and mentoring new practitioners in the highly specialized field of vaccine injury law. Through education, collaboration, and strategic coordination, the organization has elevated the quality of representation for vaccine-injured individuals nationwide.

The strength and unity of the VIP Bar were powerfully demonstrated in 2020 and 2021, when the organization played a central role in opposing the Department of Health and Human Services’ attempt to remove recognized injuries—such as SIRVA and syncope—from the Vaccine Injury Table. Through coordinated advocacy, public comment, and legal analysis, VIP Bar helped preserve critical protections for petitioners.
